What ICPE and SEVESO expertise covers

From compliance
to risk control.

Four areas of work, practised on industrial sites in operation:

01

Compliance and administrative files

Follow-up of prefectoral orders and formal notices, permit applications (DDAE) and change notifications (PAC), cessations and transformations of activity, financial guarantees, IED review and BREF/BAT.

02

Hazard studies and fire

Hazard studies (EDD), Flumilog modelling, D9 / D9A calculations, fire vulnerability study, fire defence plan and product decomposition studies (post-Lubrizol).

03

Emergency plans and crisis management

On-site emergency plan (POI), business continuity plan, evacuation and shelter-in-place strategies, drills with the fire service (SDIS), role of DOI referent; coordination with the off-site plan (PPI), the technological risk prevention plan (PPRT) and the emergency services.

04

Risk control and environment

Risk control measures (MMR / MMRI), HAZOP, ATEX and explosion protection document (DRPCE), noise, lightning, soil and remediation, environmental monitoring and reporting (PFAS, EU ETS, GEREP).

How an assignment unfolds

Scope, diagnose,
act, hand over.

A four-step approach, adapted to the size of the site and its regime:

01

Scoping

Applicable headings and regime, requirements in force, deadlines and contacts: the real state of compliance before any action.

02

Diagnosis

Document review and site visits; gaps ranked by level of risk and a realistic schedule.

03

Action plan

Files, studies, works and procedures prioritised and costed, taken to management and to the authorities.

04

Handover

Tools, training and regular reviews so that the team stays in control: indicators, regulatory watch, drills.

Frequently asked questions

ICPE and SEVESO:
the questions people ask.

What is an ICPE?

An ICPE (installation classée pour la protection de l’environnement) is the French regime for industrial or agricultural installations that may create risks or nuisances for the environment, health or safety. It falls under Book V of the French Environmental Code and, depending on the heading of the classification and the thresholds reached, is subject to declaration, registration or authorisation.

What is the difference between an ICPE site and a SEVESO site?

A SEVESO site is an ICPE that holds dangerous substances in quantities that could cause a major accident. It falls under the European SEVESO 3 Directive, with two tiers: lower tier and upper tier. Requirements increase with the tier: the upper tier implies in particular stronger obligations on safety management, emergency plans and control of land use around the site.

What does a hazard study contain?

It identifies the hazard potentials of the installation, analyses possible accident scenarios (probability, kinetics, effects on people and the environment) and justifies the risk control measures selected. It supports the authorisation file and is updated when the installation or the state of knowledge changes.

What are the main regulatory files for an ICPE operator?

Depending on the regime: the environmental authorisation or registration application, the change notification (PAC) for a significant modification, periodic declarations, financial guarantees for certain installations and the cessation-of-activity file. The details depend on the heading and the orders that apply to the site: they have to be checked site by site.

How does Sergio DOSSOU work on an ICPE or SEVESO site?

As an interim manager, an adviser or a short-term reinforcement: scoping the state of compliance, diagnosis, action plan and handover to the team. He has worked as Environment & Industrial Risk manager, QHSE project manager and regional QHSE engineer on upper-tier SEVESO sites and ICPE sites subject to authorisation.

Does he work outside France?

Yes: international mobility (Africa, Europe) is possible, and IFECARM GROUP, which he founded, supports organisations in Africa and in Europe. Requirements vary from one country to another: they are clarified during a scoping call.
